With all eyes on the devastating and heart-breaking scenes on the EU’s eastern border, you would be forgiven for missing the European Commission‘s first annual report on the implementation of the EU’s Recovery and Resilience facility published this week. In this short paper to celebrate the RRF @ 1, I underscore 3 political lessons learnt from the EU’s handling of the COVID pandemic:

1) In times of crisis, EU integration advances
2) Transparency, accountability, and slick communications matter
3) Political conviction (and money) can be transformative

Let’s hope the same lessons can be applied today.
